Local police


The municipal police are governed by the general code of local authorities, the code of criminal procedure and book V of the code of internal security. Placed under the authority of the Mayor, municipal police officers have administrative police powers and certain judicial police powers defined by law, which they exercise under the control of the public prosecutor.

The role and missions of agents


Above all, municipal police officers have a role of proximity to the population. They protect, serve and prevent.


If they are commissioned, they are entitled to offenses related to town planning and noise. For more responsiveness, all of Courtry's municipal police officers are assigned to town planning. For noise, they go through the Regional Health Agency of Seine-et-Marne if the finding requires an acoustic survey (exhaust ventilation of a company for example). For noise, various noises (mowers, animals), the municipal police officers are competent.


They can also intervene in other areas such as the environment and public health (in particular compliance with departmental health regulations).

Missions of Public Road Surveillance Agents


• Surveillance of the territory of the municipality (car, pedestrian or mountain bike) and information of the competent services (PN or PM) for intervention

Workforce

Municipal police have very different characteristics from one municipality to another, both in terms of the number of agents they employ and the equipment they use (in particular weapons) or the missions they fulfill. .


Since January 2, 2021, Courtry has a staff of 8 municipal police guards, 5 public highway surveillance officers and 1 administrative officer. In general, there is 1 municipal police officer for every 1000 inhabitants.


The municipal police officers intervene randomly between 8 a.m. and 1 a.m. or more. They are also mobilized during commemorations and to supervise communal events such as the Christmas market, night markets, open-air cinema, communal feast, funfair ...

The canine brigade

There will be the creation of a canine brigade with an agent in charge called a "dog handler". He will have to follow a training course lasting 5 weeks.

He may be present on an ad hoc basis during events with a large audience (fun fair, fireworks, etc.) or for general surveillance (day and night), as required.

Equipment and weapons


In 2014, out of 20,000 municipal police officers, 16,300 were armed, or 82%, according to the Interior Ministry.

It is the Mayor who chooses whether or not to arm the agents and who requests the authorization of the Prefect.

The weapons that municipal police officers can use, in application of article R.511-12 of the CSI are classified by category. Our "PM" agents are currently equipped with category B and D weapons.


Our municipal police guards are also equipped with mobile cameras. This equipment, the use of which is subject to a prefectural authorization, allows agents to have assistance during their various missions.


Audiovisual recording makes it possible to prosecute offenders by collecting evidence, particularly in the context of legal proceedings. It also helps to prevent potential incidents during interventions and possibly defuse conflicts with offenders.

The images may be used to charge or discharge the accused. To date, the municipal police of Courtry has 5 cameras.

Extension of the post

A change of premises for the municipal police is planned during the mandate. The new post will be located on Louis Osteng Street.


This will allow:

• To have more space in relation to the number of agents present,

• To optimize the video protection center and plan for future developments,

• Respond more to the regulations for access by PRMs.
